The Commission of Substance Abuse Policy and Prevention (OSAPP) was created in 2002 to sustain local efforts in order to continue the work of Fighting Back, the previous substance abuse initiative in New Haven, which was supported by the Robert Wood Johnson Foundation for 10 years.
CSAPP’s mission is to increase the quality of life in New Haven by reducing substance abuse and related harms, by taking leadership in the capturing and sharing of knowledge across systems. OSAPP will engage institutions, groups, and individuals to take action in preventing abuse and ensuring multiple supports for recovery.
The Commission on Substance Abuse Policy and Prevention was established in 2002 by Executive Order 02-2. The Commission consists of sixteen volunteer representative members committed to the promotion and enhancement of the prevention, early intervention, and treatment of alcohol and other drug problems.

There is currently an informational display on Alcohol Awareness on the first floor of the New Haven Public Library's main branch on Elm Street, with free pamphlets and resource guides. The display also offers information about resources available at the library for people to learn more about substance abuse and prevention.

- Begin collecting and compiling local substance abuse information.
