The Board of Aldermen of the City of New Haven approved on November 19, 2001 an ordinance establishing the "Small Business Enterprise Construction Opportunity Initiative" The mission of the program is to:
- Develop and support a high quality construction industry in which contractors are representative of New Haven’s ethnic diversity
- Ensure equal opportunities for construction and construction related contractors while encouraging competitive business practices and long term sustainable small business development
- Enable underutilized construction and construction related firms to overcome a history of disadvantages based on race and gender by providing targeted opportunities and support for women and minority owned firms
