The City of New Haven is committed to developing and nurturing a competitive local construction industry which represents New Haven’s ethnic diversity. To ensure equal opportunities for construction and construction-related contractors, and to enable minority- and women-owned firms to overcome a history of disadvantages by providing targeted opportunities and mentoring.
The SCD is found within the City of New Haven’s Department of Economic Development which promotes the development of registered small, minority business enterprises (MBE) and women owned business enterprises (WBE. Our primary focus is to improve economic opportunities for the City’s small and minority businesses. It does this by facilitating their participation in City of New Haven construction projects and by encouraging small and minority business participation in non-City projects.
The very best business training is doing business. There is no better way for a small, underutilized firm to develop the skills and experience required for bigger jobs than to have a chance to work on smaller projects.
City of New Haven construction and construction-related projects valued under $150,000 are reserved for competitive bidding to registered contractors.
Construction contracts valued over $150,000 must demonstrate efforts to achieve a 25% minority subcontractor goal.
No bonding requirements for contracts under $100,000 in value.
School construction contracts shall be reserved for award to registered construction firms, 10% of the total contract value.
The challenges larger companies and owners face are finding qualified subcontractors who can perform the job required, diversifying their pool of contractors, and staying competitive by providing quality services.
The SCD is the bridge that connects the two. Through our application process we identify qualified small businesses with a track record in specific areas and we maintain an extensive online contractor registry which is updated monthly.
Working together, we can develop and nurture a competitive construction industry in the City of New Haven in which successful, efficient contractors who are representative of the City’s ethnic diversity, provide high quality services for the City while offering good wages to their employees and earning profits that enable continuous business expansion and long term growth.

The New Haven Regional Contractors' Alliance was incorporated with a mission to assist small, minority and women owned businesses improve their ability to compete for construction and construction related contracts by developing and providing a variety of technical programs and services to achieve these purposes;
Chapter 12¼ of the New Haven Code of Ordinances outlines for the City a set of efforts to improve contracting opportunities for small, minority and women owned business enterprises.
