Every month, law enforcement agencies throughout the State of Connecticut submit Uniform Crime Report (UCR) data. This information indicates the number of offenses brought to an agency's attention through sources such as victim, police or witness reports.
After counting Crime Index offenses reported, minus any unfounded complaints, law enforcement agencies provide the number of "actual offenses" and the number of crimes cleared. For a crime to be "cleared," either of the following situations must prevail: 1) at least one person is arrested, charged, and turned over to the court for prosecution; or 2) some element beyond police control precludes the physical arrest of the offender (for example, death of the offender, victim refuses to cooperate, confession by offender already in police custody), resulting in the offense being cleared by "exceptional means." Contributing agencies also include data on the value of property stolen and recovered in connection with the reported offenses, plus specific information regarding homicides, officers assaulted and arson.
UCR arrest data is collected for all crimes except traffic violations. The age, sex and race of arrestees are reported for all crime categories.
Verification Procedure UCR Reports are set up with numerous internal crosschecks to achieve reporting accuracy of the data. It is standard procedure to examine each incoming report for arithmetical accuracy. Reports are then subjected to logical tests of reasonableness, which are of key importance to confirming validity. Logical errors resulting from misinterpretations of what is to be measured can then be corrected. UCR personnel correct minor errors without contacting contributors, but necessary arithmetical adjustments or unusual variations are brought to the attention of the submitting agency.
UCR Limitations There are inherent limitations in current crime reporting practices. Of primary importance is the question of how much crime is being reported. The degree to which crimes are being reported varies from area to area. A considerable volume of crime is not reported to law enforcement agencies because the victims consider the offenses against them to be of little consequence or that the likelihood of apprehending the suspect is small. They may also fear retaliation from offenders, or in fact, be a participant in a crime (for example, a prostitute who is robbed).
Even with the given limitations, the UCR Program provides the best network of State and National Crime figures currently available.
Crime Factors Because not all factors that have an impact on crime problems are measured or considered by the UCR Program, superficial conclusions are sometimes drawn from crime and arrest data, particularly when attempts are made to compare jurisdictions. Local ordinances and criminal justice administrative policies, record-keeping practices, and the degree of adherence to Uniform Crime Reporting standards all affect the number of crimes and arrests reported. Additionally, socio-economic conditions and the characteristics and attitudes of the local population influence the extent and nature of criminal behavior in a community.
Definition of Offenses Categories Murder - Murder is defined as the willful killing of one human being by another. This offense category includes any death due to a fight, argument, quarrel, assault or commission of a crime. Attempted murder and assaults with the intent to kill are not counted as murder, but are included in the UCR Statistics as aggravated assaults. Suicides, accidental deaths, and justifiable homicides are also excluded from the murder classification.
Rape - Rape, as defined in the UCR program, is the carnal knowledge of a female forcibly and against her will. Statistics reported in this crime category include attempts to commit forcible rape. However, statutory rape (rape against a female under the age of consent), sexual assaults on males and other sex offenses are excluded.
Robbery - Robbery is defined as the taking or attempting to take anything of value from the care, custody, or control of a person or persons by force, threat of force or violence, or by putting the victim in fear. Robbery is a violent crime that frequently results in injury to the victim. Included in this category are assaults to commit robbery and attempted robberies.
Aggravated Assault - Aggravated Assault is defined as an unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault is usually accompanied by the use of a weapon or by means likely to produce death or great bodily harm. Statistics for aggravated assault include attempts to commit aggravated assault.
Burglary - Burglary is divided into three subcategories: the forcible entry of a structure; unlawful entry where no force is used; and attempted forcible entries to commit burglary.
Larceny - Larceny is defined as the unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another.
Motor Vehicle Theft - Motor Vehicle Theft, as defined by the UCR program, includes both actual theft and attempted theft of a motor vehicle.
