Officer Monique Cain
The effects of crime can be overwhelming for victims. They need and deserve assistance during the follow-up process. The Department's Office of Victim Services was reestablished in 1999 to assist victims of crime. It is staffed by an officer on a full-time basis who serves as Victim Advocate. The Victim Advocate is responsible for: providing research and police report information on behalf of victims to the State's Victim Compensation Program, counseling victims on their rights, providing victims with updates on prosecutions, and, when personal property has been recovered, working with the court to assist in its swift return to victims.
The Court Process
The Victim Advocate will help you to obtain a copy of your police report. In the event that an arrest has been made, the Advocate can, at your request, keep you informed of the arrestee's court appearance dates. The Victim Advocate can counsel you on your rights as a victim.
Property Return
Once stolen property has been recovered by the police it must be turned over to the State as evidence. The Victim Advocate can help you to retrieve your property by implementing procedures for its early release from court.
Emergency Assistance
The Victim Advocate does not directly provide financial assistance or compensation to crime victims for property loss, but can refer you to agencies that may provide emergency food, clothing or shelter.
In some cases you may be eligible for financial compensation from the State of Connecticut's Victim Compensation Program. For example, a monetary award may be made for medical bills for an injury you have suffered as a result of a crime. The Victim Advocate can provide you with information on application procedures.
