Assistant Chief of Administration Stephanie Redding

Stephanie Redding began her career with the New Haven Police Department in January 1986 and graduated from the New Haven Police Academy. Upon graduation, she was assigned to Community Patrol Operations, where she worked as a Patrol Officer and later in the Mounted Patrol Unit. She was promoted to the rank of Sergeant in November 1994; as a Sergeant she served as a supervisor in both the Patrol and Communications divisions and was District Manager of the East Shore / Morris Cove district from September 1996 to June 2001. In August 2000, she was promoted to the rank of Lieutenant, and her assignments included Deputy Community Patrol Resource Coordinator (second in command of Patrol Division) and Officer in Charge of the Family Services Division, which investigates matters relating to Domestic Violence, Sexual Assault, Juvenile Crime, Missing Persons, Hate and Bias Crimes, Child Abuse and Elderly Abuse. In August 2006, Redding was appointed the first female Assistant Chief of the New Haven Police Department, where she oversees Administration. For three months (April through July 2008) she served as the Department’s Acting Chief
Redding attended the Police Executive Research Forum Senior Management Institute for Police. She is an instructor at the New Haven Police Academy and has presented at major national and international conferences regarding community policing and issues affecting children and families.
She is a member of the New Haven Police Crisis Negotiation Team and a Fellow in the Yale University Child Development—Community Policing Program. Redding is also an active Board Member of the Boys and Girls Club and United Way-Successes by Six and a cheerleading coach at Sacred Heart Academy. She has been appointed to the State Victim Advocate Advisory Committee by Senator Martin M. Looney. |
Assistant Chief of Internal Affairs Roy Brown

Roy A. Brown was sworn in as Assistant Chief of Police on August 25, 2008. Prior to his appointment, he served as Chief of Police for the City of Claremont California from 2000 to 2006. Chief Brown has 37 years of law enforcement experience having served with the Vancouver Washington Police Department and the Eugene Oregon Police Department.
Chief Brown received a Bachelor of Science degree from the University of Portland in Portland, Oregon. He has continued his education with attendance and graduation from the F.B.I. National Academy and the Washington State Command College. He has received Basic, Intermediate, supervisory, Advance, Management and Executive certification from Oregon, Washington and California.
Chief Brown is an active member of IACP (International Association of Chiefs of Police), Connecticut Police Chiefs Association, FBI National Academy Associates and the California Police Chiefs Association

Assistant Chief of Operations Kenneth Gillespie

Assistant Chief Kenneth M. Gillespie was born and raised in the Los Angeles, California metropolitan area. Along with his wife Karen, Kenneth has five children and two grandchildren. Kenneth’s career in public safety began when he joined the Police Explorer Program as a scout in high school followed by his work as a Police Cadet while in college. Kenneth graduated from the Los Angeles County Sheriff’s Academy in June, 1978 and transferred to the Pomona (California) Police Department in February, 1979. His assignments in Pomona included Patrol, Detectives (Major Crimes, Gangs, and Narcotics), Motors, SWAT, Air Support, Training Bureau, Internal Affairs, Recruitment and Background Investigations. Throughout his tenure in Pomona, Kenneth was promoted to the ranks of: Sergeant, Lieutenant and Captain, serving as Division Commander of all major divisions of the Pomona Police Department including: Operations, Support Services, Professional Standards and Investigative Services. He retired from the Pomona Police Department on September 26, 2008 to accept a position as Assistant Police Chief with the New Haven Department of Police Services.
Kenneth graduated with high honors from Biola University in La Mirada, California, with a Bachelor of Science in Organizational Leadership. Kenneth was selected by the Biola University faculty for induction into the Alpha Sigma Lambda National Honor Society for scholarship and leadership. He graduated from the California POST Command College, class 41, and was selected as class valedictorian and subsequently appointed to the California POST advisory committee for Command College. He is a graduate of the Police Executive Research forum’s Senior Management Institute for Police, session 38. |
Assistant Chief of Investigations Peter G Reichard

Peter G. Reichard began his career with the New Haven Police Department in April of 1988 and graduated from the New Haven Police Academy in October of that same year. After graduation he was assigned to the Community Patrol Operations Division on a walking beat in the Winchester Ave area. During his tenure in the Community Patrol Operations Division, he was assigned primarily to the Westville section of the city on both foot and radio car patrols and also worked in the central Complaint Services as a police dispatcher. In May of 1996 he was promoted to the rank of Sergeant and served on the midnight and evening shifts, covering both the patrol and communications divisions. In August of 2000 Reichard was promoted to the rank of Lieutenant and assigned to the Westville / Westhills Districts of the city as the District Manager. During his time as the District Manager he resurrected the district’s Community Management Team and formed numerous friendships with community members and merchants throughout the district. In February of 2006 Reichard was asked by the former Chief of Police to take on a new assignment, it was at this juncture that he helped create the Information Directed Neighborhood Enforcement Team (ID-NET), a proactive approach for the department to combat street crimes that were plaguing various neighborhoods throughout the city. Upon deactivation of the ID-NET unit, Reichard was assigned to the Office of the Chief as the liaison to the New Haven Housing Authority. In October off 2007, Lieutenant Reichard took over as the Officer in Charge of the Family Services Division, which was responsible for Sex Investigations, and Juvenile Crime issues. In January of 2008 Reichard was promoted to the rank of Captain and assigned to the Investigative Services Division as the Chief of Detectives, where his division was responsible for all criminal investigations that were related to assaults, murder, arson, narcotics, and fraud / theft. In September of 2008 Reichard was promoted to the rank of Assistant Chief and at the present time Assistant Chief Peter G. Reichard serves in the capacity as the Assistant Chief of Investigations. During his time with the New Haven Police Department, Assistant Chief Reichard has attended the Federal Bureau of Investigations National Academy (FBINA) class #219 fall of 2004 and the Police Executive Research Forum Senior Management Institute for Police summer of 2007. |
