    Board of Aldermen Extends Small Construction Business Development Program

    (6/8/2010) (NEW HAVEN)--On Monday, June 7, 2010 the Board of Aldermen of the City of New Haven unanimously voted to extend, until 2015, the Small Construction Business Development Program Ordinance (Chapter 121/4 of the New Haven Code of Ordinances) The program was originally approved by the Board of Aldermen November, 2001 and went into effect January, 2002.

    Through this ordinance, the City has made a commitment to small and minority contractors to provide opportunities and to establish parity in New Haven construction contract procurement. Since this program was implemented, many small and minority contractors have received and performed City construction contracts for the first time in their professional existence. At the start of the program, only 5 % of City contracts we awarded to small or minority owned businesses. Today, the percentage has risen to 16; a 300 % increase.

    There are 201 small and minority owned contractors who are registered to participate in the program. To date $61,448,760 has been awarded to small contractors from the school construction program and $16.2 million in non-school construction projects. The 360 State Street project has awarded $10 million dollars to minority contractors and two prime contractors are participating in mentoring relationships with two New Haven minority contractors (each receiving a $200,000 - $300,000 contract). .

    “Participating in the program is more than just having your name on a list. Contractors are notified of bidding opportunities and receive one-on-one technical assistance reading bids and specifications” says Kelly Murphy, the City’s Economic Development Administrator. In addition, my office works in close partnership with the Contractor’s Alliance to conduct professional development workshops through the New Haven on subjects ranging from “How To Do Business with The City of New Haven”, to how submit a payment requisition.
