    TWO POLICE DISTRICTS RECEIVE NEW MANAGERS

    (1/18/2008) NEW HAVEN- Following the recent promotion of new Captains and Lieutenants in the New Haven Police Department, two of the City’s ten districts were assigned new District Managers. District Managers play an important role in the City’s community policing model as they are responsible for engaging residents and other partners in the neighborhoods assigned to them while working alongside resident-driven management teams and block watches to address the specific needs of their district.

    Lieutenant Jeff Hoffman assumes his new position as the manager for District 9 located in the East Shore. Hoffman joined the New Haven Police Department in 1995, was promoted to Sergeant in 2000 and had since served as evening shift patrol supervisor. Hoffman is the recipient of a Certificate of Commendation (2000); a Department Award of Special Achievement (2000); a Letter of Recognition (2004), a Unit Citation-Field Training Officers (2000) and a Unit Citation -ID/NET (2007). In 2006, Hoffman was the supervisor of ID/NET where he led a team of 27 officers involved in street-crime investigations and saturation patrol in response to crime-analysis in various neighborhoods throughout the city.

    Lieutenant Kevin Costen served in the United States Marine Corp and worked in several other law enforcement capacities before becoming a New Haven Police Officer in 1989. In addition to his work in Internal Affairs and Patrol, Costen also supervised a staff of ten Detectives of the Robbery/Burglary unit from 2003 up until his recent promotion to the rank of Lieutenant. In his role in the Robbery/Burglary unit, Costen assigned cases to Detectives and oversaw major criminal investigations. Costen will now assume the role of District Manager in District 10 which encompasses the Whalley Avenue, Beaver Hills area of the City.

    Costen is the recipient of the following awards and commendations: Chief’s Award of Merit (1992); Unit Citation-Street Interdiction (1992); Department Award of Special Achievement(1994); Certificate of Meritorious Service (1995); Certificate for Outstanding Contribution(1995); Certificate of Commendation (1994); (Awarded 4 in 1995) (Awarded 3 in 1996), (2000), (2001), (2004); Certificate of Appreciation US Attorney General (1996); New Haven Block Watch Award (1998); Certificate of Appreciation Bureau of Alcohol Tobacco and Firearms (1998); United States Attorney Law Enforcement Officer Award (2000 and 2001) and a Board of Aldermen Official Citation (2004).
