The responsibilities of the Code Enforcement Division include the enforcement of the Housing Code and Zoning Ordinance of the City of New Haven, as well as inspections of Section 8 housing, to ensure safe and suitable dwellings of residents and enforce public space inspections. This also includes an emergency repair program, condemnation of unfit dwellings and an annual rooming house inspection program. Landlords and tenants who do not comply with Housing Code notices are prosecuted in State Court via the State's Attorney's Office. The City's approach to code enforcement is to work with tenants and landlords to quickly mediate problems, and when this is not possible to rapidly and aggressively seek prosecution of landlords who violate the City's ordinances. The Code Enforcement Division responds to over 2,000 complaints each year and seeks warrants and tenants on average of 10 times per month.
Licensing Program
In 2006 the Housing Code Division launched the Licensing and Inspection of residential rental property, in order to protect the safety, health and welfare of the people of the City of New Haven. The program is designed to prevent blight, maintain the quality of life for tenants and to assure compliance with all relevant federal, state and local laws and regulations, including the Housing Code of City of New Haven (Chapter 17 of the Code of Ordinances of the City of New Haven). A License is required when one or more dwelling units are rented in a two or more unit residential structure.
Dwelling Units that are exempt from License and inspections under this ordinance are: Single family houses, owner occupied dwelling units, dwelling units owned by the Housing Authority of New Haven, (HANH), Section 8 administered by HANH, motels, hotels, rooming houses, condominiums and temporary housing as defined in the Ordinances.
