Mission Statement

  • To remove blighted conditions and structures in our neighborhoods.
  • To reduce neighborhood density.
  • To promote homeownership and provide supporting financial programs .
  • To educate and increase awareness on solutions for neighborhood concerns.
  • To create a safe communal atmosphere for living, working, and raising our families.

The mission and vision of the Livable City Initiative is achieved by encouraging the involvement of other City agencies, the public and private enterprise. Through the cooperative efforts of the private sector. The Livable City Initiative will create an atmosphere of a vibrant exciting City.

Livable City Initiative is governed by a nine-member Board of Directors and organized into five divisions: Administrative Services, Neighborhood Services, Property Services, Code Enforcement and Legal Services.

The Legal Division provides the legal resources necessary for the other LCI divisions to do their jobs. It closes real estate loans to individuals and entities, executes contracts and grants, examines the land records for owner information and encumbrances, issues legal opinions and provides legal guidance as needed. It disposes of City-owned properties via tax foreclosure, deed in lieu of tax foreclosure, eminent domain and donations. It evicts individuals who illegally occupy City-owned buildings and initiates injunctive actions relative to building, housing and zoning violations, as well as preparing, recording and releasing building, housing and demolition liens. It acquires properties via eminent domain, purchase and gift.
