Mr. James C. Welbourne succeeds former
City Librarian Howard F. McGinn and is the sixth City
Librarian in New Haven since the Library's founding on
February 21, 1887. Mr. Welbourne began service as
director of the New Haven public library system on July 3,
2000.
Mr. Welbourne has served as the Deputy Director of the
Enoch Pratt Free Library in Baltimore, Maryland, since
1993, where he was responsible for the overall operations
of the Library's public services delivery in the Central
Library and 26 community branches. From 1986 to 1993, he
was the Assistant Director for Branch/Extension and
District Services for the Carnegie Library of Pittsburgh,
Pennsylvania. Mr. Welbourne also has an extensive
background in economic development and neighborhood
revitalization, having worked from 1971 to 1986 outside the
library world, including service as business development
consultant and executive director of a community
development corporation in Hyattsville, Maryland.
