    ELICKER FIRST CANDIDATE IN 2013 MAYORAL ELECTION TO PARTICIPATE IN NEW HAVEN DEMOCRACY FUND

    New Haven - Mayoral candidate Justin Elicker is the first candidate to contract with the New Haven Democracy Fund as a participating candidate for the 2013 Mayoral Election.
    Pursuant to the Democracy Fund Ordinance, Elicker and his treasurer Melanie Quigley submitted the required Participation Affidavit and the Candidate Contract to Administrator Ken Krayeske this morning, January 24, 2013. Under Ordinance Sec. 2-824(f), the Administrator has five days to accept a signed contract evidencing the candidate’s intent to participate and abide by the strictures of the Ordinance.
    On January 23, 2013, Elicker filed papers with the Connecticut State Elections Enforcement Committee terminating his exploratory committee and forming his candidate committee, Justin Elicker for Mayor. Elicker then submitted that paperwork to the New Haven City Clerk’s Office.
    After reviewing all those filings, along with the Candidate Contract and Participation Affidavit, Krayeske accepted Elicker’s contract.
    Elicker’s participation will allow him access to the Democracy Fund’s hybrid system of public campaign financing. Once Elicker collects 200 donations by registered New Haven voters between $10 and $370 dollars, the Fund will match the first $25 of each donation 2-to-1. Once he makes the 200 donations, and the election is contested (in that another candidate has spent $5,500.00), Elicker is able to collect a $19,000 grant. He can continue to collect matching funds, up to $125,000.00, throughout the election.
    The Candidate Contract, Participation Affidavit and other documents will be posted on the Democracy Fund’s website. Elicker will be required to post his filings on the SEEC’s eCris website, as well, to insure the full disclosure that is at the heart of public campaign financing.
