    HOLDER-WINFIELD SECOND CANDIDATE IN 2013 MAYORAL ELECTION TO SIGN UP FOR NEW HAVEN DEMOCRACY FUN (candidate has withdrawn from the primary race).

    Gary Holder-WinfieldGary Holder-Winfield, the second candidate to contract with the Democracy Fund as a participating candidate for the 2013 New Haven Democratic Party primary election for Mayor, withdrew as a candidate from the race on June 26, 2013. Pursuant to the Democracy Fund Ordinance, Sec. 2-830(c), Mr. Holder-Winfield will have to return whatever public funds he has not yet expended.

    The Democracy Fund plans to conduct a thorough audit of the July 10, 2013 SEEC filings for all participating candidates, including Mr. Holder-Winfield, and will publish the results on its website.

    Pursuant to the Democracy Fund Ordinance, Holder-Winfield and his treasurer Christine Bartlett-Josie submitted the required Participation Affidavit and the Candidate Contract to Administrator Ken Krayeske on February 21, 2013. Under Ordinance Sec. 2-824(f), the Administrator has five days to accept a signed contract evidencing the candidate’s intent to participate and abide by the strictures of the Ordinance.
    On February 1, 2013, Holder-Winfield filed papers with the Connecticut State Elections Enforcement Committee forming his candidate committee, Winfield 2013 Election Election Committee. All of Holder-Winfield SEEC filings are now confirmed and available online at the New Haven Democracy Fund’s website.
    Holder-Winfield’s participation allows him access to the Democracy Fund’s hybrid system of public campaign financing. Once Holder-Winfield collects 200 donations by registered New Haven voters between $10 and $370 dollars, the Fund will match the first $25 of each donation 2-to-1. Once he makes the 200 donations, and the election is contested (in that another candidate has spent $5,500.00), Holder-Winfield is able to collect a $19,000 grant. He can continue to collect matching funds, up to $125,000.00, throughout the primary election.
    The Candidate Contract, Participation Affidavit and other documents will be posted on the Democracy Fund’s website. Holder-Winfield will be required to post his filings on the SEEC’s eCris website, as well, to insure the full disclosure that is at the heart of public campaign financing.
