City of New Naven and New Haven Housing Authority Celebrate the Groundbreaking of New William T. Rowe Development
(8/25/2010) NEW HAVEN- At a news conference today, the City of New Haven, the Housing Authority of New Haven (HANH) and Trinity Financial celebrated the start of construction of the William T. Rowe development at its new location on the corner of Sylvan Avenue and Ward Street in the Hill neighborhood.
The new nine-story building will consist of 104-unit mixed-income development (78 HANH/affordable units and 26 unrestricted units) and will feature 2,000 square feet of retail space and 2,000 square feet of community space. The existing Rowe structure was built in 1970 and recently experienced low residential occupancies because of its deteriorating condition. It was a priority of both the Housing Authority and the City to redevelop this housing structure.
The new Rowe at the corner of Sylvan Avenue and Ward Street provides a better setting for this housing facility, linking it with the rest of the residential neighborhood as opposed to its current location on the heavily trafficked and more commercial, institutional Howard Avenue. The City and HANH approached Yale-New Haven Hospital about entering into a land swap agreement to trade their site at Sylvan and Ward for HANH’s site at Ward Street and Howard Avenue. This land swap will allow current Rowe residents to remain in their homes while the new development is being constructed, thus eliminating stress and inconvenience for these residents.
Upon completion of the new Rowe development, the existing facility on Howard Avenue will be demolished and the land will be transferred to Yale-New Haven Hospital. The Howard Avenue site is in close proximity to the new billion dollar Smilow Cancer Center and related projects, and will create the opportunity for additional tax base and job growth with the development of office and supportive facilities close to Yale-New Haven Hospital.
“This development will not only help to spur the long-term economic viability of the Hill neighborhood, but also demonstrates what can be accomplished when all levels of government and our local partners work together,” said Mayor John DeStefano, Jr. “This project highlights meaningful partnerships between City, State and Federal agencies as well as local organizations that will provide New Haven residents with affordable homes they can be proud of.”
“The new William T. Rowe development not only replaces a long deteriorated HANH property with new quality housing for Housing Authority residents, but will serve as a showcase for building true mixed-income communities,” said Kelly Murphy, Economic Development Administrator for the City of New Haven.
The project leverages funding from the Housing Authority, the City of New Haven, the State of Connecticut and the federal government along with developer equity. Partial funding for this redevelopment is the result of HANH’s successful application for federal stimulus dollars through the American Recovery and Reinvestment Act. “Consistent with the purposes of the federal stimulus act money and with HANH’s goal to create opportunities for local wealth creation, the project will generate over 100 construction jobs that will help to boost the economy, as well as provide business opportunities for local and area businesses,” said Karen DuBois-Walton, Executive Director, HANH.
The project is estimated to be completed by the end of 2011.
