    Civilian Review Board

    A. Roll Call by Wayne Hobbs
    7 Present: Barbara Carroll, Mary Blair, Frank Cochran, Catherine Gootkin, Wayne Hobbs, George E. Carter, Maureen O’Sullivan and Moses Nelson.
    5 Absent: Deborah Davis, Robert Spirito, Shirley Wayne Washington and Evelise Ribeiro
    Staff: Reginald Thomas Manager, CRB Services (Vacation)
    Guests: Capt. Denise Blanchard, NHPD OIC Internal Affairs, Roderick Williams, Asst. Corporation Counsel, Jack Gootkin, Win Vitkowsky

    B. Introduction of Guest
    Win Vitkowsky from the New Haven Advocate and New Haven resident Jack Gootkin

    C. Review of Minutes
    Motion to accept minutes by Mary Blair, seconded by Frank Cochran; passed with one (1) abstention.

    D. Review of Agenda
    Motion to accept minutes by Frank Cochran, seconded by Mary Blair; passed unanimously.

    E. Internal Affairs Update
    Capt. Blanchard reported that six C cases were closed in June, four were non-pursued. During the period, IA received 14 cases, note that in June of 2010 there were 25 cases received by IA.
    IA will be looking into the reason for the decline in the number of complaints.

    NHPD is still looking into a second location, possibly at 200 Orange Street or substation. An online complaint form is being developed to go directly to IA. Translation to Spanish needs to be completed before form is posted and made active. A second form is being developed to put compliments in a comment form on the NHPD portal of the city website.
    NHPD Police officers are working without a contract. In August a few of the new General Orders should be approved by the BOPC.

    F. Unfinished Business
    Questions:
    If New Haven elects new Mayor, will the CRB still exist? Assistant Corporation Counsel
    Roderick Williams said that the CRB exists until a new executive order is issued.

    If a CRB member files a C case, can they sit in on discussions? No; the CRB member at that time is a civilian making a complaint and must recuse himself from that case discussion.

    G. New Business Jazz Fundraiser for CRB member, Shirley Wayne Washington who was burned in an accident.
    There will be a planning meeting to form a committee for the event on July 19, 2011 held by Officer Kelly Tuner Cole.
    Unanimous vote to go into Executive Session.
    Motion to close Executive Session made by Cathy Gootkin seconded by Moses Nelson; passed unanimous.
