    The meeting was called to Order at 6:00pm.

    Roll Call:
    • Present: Barbara Carroll, Wayne Hobbs, Lena Largie, Cathy Gootkin, George E. Carter, Robert Spirito, Evette Hamilton, BoA
    • Absent: Frank Cochran, Noemi Rivera, Bianca Bowles
    • Guests: Corporation Counsel, Roderick Williams, Sgt. Jason Minardi, Internal Affairs OIC and Debra Sullo, Internal Affairs Admin.

    The minutes of the April 2104 meeting were approved after a brief discussion.

    Internal Affairs Report:
    • Sgt. Minardi advised the Board of personnel currently in the Internal Affairs department.
    • Sgt. Minardi reported 3 closed C cases, 1 closed I cases. There have been 36 civilian complaints and 7 internal complaints to date in 2014. Cases now being assigned on a rotation basis as they come in.
    • Sgt. Minardi reported that, beginning June 1, 2014, IA will give the IA report to the CRB based on a full month however will send notification to the CRB Chair of cases as they are closed so that cases can be assigned throughout the month.
    • Sgt. Minardi will require an email memo from Supervisors when cases are “Sent to Patrol” and it will be placed in the file.
    • A Notice of Disposition will be sent to the CRB office.
    • Sgt. Minardi will verify that the close out letter to complainant is in the IA file when signing off on the investigation.
    • FBI found NHPD innocent of recent case using a racial slur over police radio.
    • More officers to be trained on IA Pro so that multiple-like complaints against a same officer will result in early intervention and will be reported at the CRB meeting.
    • Old files in IA are being purged.

    Case Discussions
    • CRB members turned in review forms. Dates on forms and procedures were discussed.

    • No reports

    Unfinished Business
    • Nominations for Secretary will be at the June CRB meeting with a Special Election in July.

    A motion to adjourn was made, seconded and approved unanimously.

    The next meeting of the Civilian Review Board is scheduled for 6:00pm Thursday June 12, 2014 at New Haven Police Department, 1 Union Avenue, in Chief’s conference room.
