Public Office Hours
City Plan Department staff are available for public inquiries between the hours of 10:00 a.m. and 2:00 p.m., Monday to Friday. To meet with department staff before 10:00 a.m. or after 2:00 p.m., please call (203) 946-6378.

City Plan Library
City Plan maintains a small, non-circulating self-service reference library of books and reports related to planning and development in New Haven. The library is an excellent resource for US Census data, redevelopment plans and images, project-specific plans, zoning history, coastal area management and historic resources. Historic atlases and Sanborn Company maps are also available for review. The library is open to researchers, students and the general public during normal business hours.

Requests for Certificate of Zoning Compliance
Often, a lending institution or potential purchaser of land requests a determination that the use complies with zoning. To obtain such a determination, applicants should send a detailed letter requesting a Certificate of Zoning Compliance (CZC) and a check payable to "Treasurer / City of New Haven" for $45.00 to: Karyn Gilvarg, AIA, Executive Director, City Plan Department, 165 Church Street, Fifth Floor, New Haven, CT, 06510. The letter should include the address of the property and all existing uses of the property and permits received (if known). The letter should also include a contact person's name and phone number should there be questions while making the determination. The minimum turn-around time for CZC's is ten (10) business days from the date of receipt at the City Plan Department.

Data Services
The City Plan Department and others provide a substantial amount of demographic, economic, transportation, housing and other quality of life statistics. The department generally does not provide custom data products but will provide technical assistance.
