    The City Plan Department facilitates the physical development of the City and encourages the development of sustainable land use, economic and social policy. The department is responsible for the Comprehensive Plan of Development, as well as other area-specific development plans.

    The Department works with city agencies, commissions and boards to provide planning, zoning, and development information and advice, assisting residents, businesses, and developers in achieving the City's development objectives. City Plan maintains a small, non-circulating reference library of books and reports related to planning and development in New Haven, as well as a map library. We are a local partner of the United States Census Bureau.

    New Zone For Route 34 Under Consideration

    The City of New Haven is considering a new zone for the area of Route 34 that is currently used as a limited access expressway. The BD-3 proposal would re-zone the area between Union Avenue and the Air Rights Garage, and which is bordered by Martin Luther King Drive (formerly North Frontage Road) and South Frontage Road/Legion Ave.

    The zone change is part of the Downtown Crossing plan to convert the expressway back to City streets, introduce additional cross streets and develop the parcels between the roadways. The BD-3 zone will bridge the area between the City’s Central Business District (zoned BD) and the medical area to the south, which is zoned BD-2, BA and RO. It will allow mixed use in the area including research and development laboratories, office, commercial and residential development. The proposed zoning requires buildings fronting on College, Temple, Church and Orange Streets to have their principle entrances on those streets, and requires active and transparent uses on the ground floors along those cross-streets. The proposed new zone also encourages reduced car parking ratios and encourages bicycle and transit accommodations.
